Teach students how to take responsibility for vocabulary learning. Focus on frequent words and key words and encourage students to build up their own vocabulary cards with the word on one side and the meaning in L1 (or a short, simple explanation in L2) on the other. Students keep these words in a small box and revise them frequently.
Teaching collocation (words that often go together) is very helpful.
